Federal Code 29CFR1910.134(e)(1) mandates that an “Employer shall provide a medical evaluation to determine the employee’s ability to use a respirator prior to fit test or use in the work place.”

MSA and The Backup have developed an “on-line” medical screening and certification process.   This solution eliminates the need for, and costs associated with, scheduling each person for a face-to-face evaluation at a local health facility.   Those who successfully complete the on-line medical questionnaire are immediately issued a written certificate.

Procedure:
*   Applicants navigate to www.thebackup.com/msa and enter the MSA Access ID.

*   Applicants then complete the on-line questionnaire and if successful, immediately        receive a certificate.

*   Applicants that don’t qualify may provide additional information to our physician who        will make a determination.

*   Current “pass” rate of 78%

*   Average hard cost of a visit to the doctor is $75.00 to $150.00

*   Average employee productivity loss (hours lost) is 1 to 1.5 hours

*   OSHA requires the certificate for compliancy

*   The National Response Plan states “Private-sector and Federal Employers are        responsible for the safety and health of their own employees,” and “ State and local        governments are responsible for worker health and safety pursuant to State and local        statutes, and in some cases 40CFR311, Worker Protection.”

*   The National Response Plan and the National Incident Management System        address standardization and compliancy with various OSHA programs including the        personal protective equipment (PPE) program, fit-testing, and distribution of PPE
